Enna Vilai introduces Thavasimuthu, known simply as Thavasi, who works as a modest fisherman in the coastal town of Rameswaram. To provide for his family, he dives into the waters to gather coins tossed into the waves by visiting pilgrims. His routine changes drastically when he comes across an exquisite gold pendant submerged on the seabed.
Desiring to act with straightforward integrity, Thavasi decides to turn the valuable item over to the local police department. However, his honest deed leads directly to disaster. A corrupt police officer takes a valuable gemstone directly from the recovered pendant and wrongfully charges Thavasi, connecting him to an interstate jewelry robbery that happened recently in Bihar.
As Thavasi is plunged into a legal crisis that ruins his quiet way of life, an ethical lawyer named Kanchana decides to represent him. When Kanchana disproves the initial interstate theft accusation during the trial, the state prosecution abruptly changes tactics, insisting instead that the recovered antique ornament must be stolen temple property.
