Following the events of the first film, veteran RAW operative Chandra Bose, known as Sardar, continues to carry the public burden of being branded a terrorist. Meanwhile, his son Inspector Vijay Prakash has joined RAW but finds himself relegated to an insignificant dummy unit handling minor cases. Their routine changes entirely when a buried threat from Sardar's past reemerges.
Years ago, a lethal bio-chemical weapon named Doku caused the death of three thousand villagers. Sardar's desperate attempt to retrieve the antidote from Japan failed, plunging him into deep guilt. To protect humanity, three RAW agents concealed Doku, dividing access among themselves using three specific keys.
In the present, a ruthless mercenary faction led by Black Dagger hunts down these keys to deploy the bio-weapon and threaten millions of lives. Pulled out of exile, Sardar reunites with Vijay. Aided by a veterinary doctor to unravel historical clues, the father and son embark on a dangerous international journey to thwart Black Dagger and intercept the terrifying weapon before catastrophe strikes the nation.
